Don't know that I buy that a German band was completely unaware of that fact, but I also don't think it is a big deal that deserves much controversy. A lot of metal and other bands have adopted elements of nazi imagery in the past (Steppenwolf, Blue Oyster Cult, Slayer, Marilyn Manson, Rammstein, Ministry, etc.) The reason that I selected those bands to list is because there is clearly nothing at all neo-nazi or otherwise racist about them. I like all of them to varying degrees (well, not Manson all that much personally but the others are great). I would say that Accept fits into that category. I don't beleive for a second that a German band didn't know what they were hinting at, but I also don't think it is a bad thing necessarily.
There are plenty of real racist and neo-nazi bands to get worked up over. These guys are not an issue to anyone but the Tipper Gore, PMRC asshats of the world

Well, just because they're from Germany doesn't automatically make them experts on their own history and heritage. I assume you know every single song used during every period of American history and what they mean, since you are an American, right? Seeing as how they weren't born at the time of the Nazi regime and with the US' intent on down-playing that legacy when they took over in the 40s, if they're brought up in that world where the old-timers still remember but the new generation doesn't, then being clueless on something like a dinky little song isn't much of a big deal and is entirely possible for the band to not know the full story.
