The two police guys weren't intended for comic relief, as with all of Wes Craven's films they are comments on society at the time, the two characters of the cops were added to represent the ineffectually of law enforcement agencies, it had nothing to do with giving you a break as it were, which would have made everything else that occurred, and how the film was made; moot.
.
Then it was one of the clumsiest attempts at a comment on society I have ever seen. There are other ways to show the incompetence of the police that would have fit more with the overall tone of the film. Unlike the violence, it wasn't a believable look at law enforcement, even in a small town.
Indeed, Jen is entirely right on this. If the whole point is to show the ineffectiveness of law enforcement in a small town, why do we end up laughing at their efforts as they go along in what is supposedly a film with such extreme, disturbing matter as what came before that gets into the story in the first place? It is, in a word, clumsy, and has no real bearing on the story at hand.
And LF, I hate on Craven simply because he has done very little to warrant his status within the genre, much less earned it to begin with. I've already explained my thoughts on his work in this thread already, so it's quite easy to find out what I think about him.
And just because it's new doesn't mean it's any good. Ghostface is one of the crappiest horror villains of all-time, yet simply because of Craven's name and the amount of films which ripped it off, he's suddenly one of the best. No, his not. He's lame, he's stupid and there's very little about him that's scary.
