Well, lets ask someone who should know.
Tom Savini, the creator of the Jason character (literally), stated that he got the idea for Jason being deformed from this homeless man who lived in the town in which he grew up (somewhere in NJ). Savini described Jason as being hydrocephalic.
[Hydrocephalus is a medical condition in which there is an abnormal accumulation of cerebrospinal fluid in the ventricles, or cavities, of the brain. This may cause increased intracranial pressure inside the skull and progressive enlargement of the head, convulsion, tunnel vision, and mental disability.]

ALICE looks up as the WOMAN strokes her hair.
ANOTHER ANGLE: MCU as the OLDER WOMAN's hand strokes the

version of what might have happened when he drowned in 1957.
